One Nagar panchayat is selected every year in each district by District Magistrate 2. For Nagar Panchayats only

- Proposal submitted by panchayat EO in co-ordination with chairman or other public representatives
- DPR is prepared by EO
- DPR is reviewed by State level officers
- Finally approved by Governent and a GO (Work order is released)
- After work order approval tender is floated at Nagar Panchayat level.
