In view of the increasing trend of urbanization in the country and the state, a need was felt to strengthen the infrastructure facilities due to the increase in urban population. In view of the above, 10 municipal corporations of the state have been formed/limits expanded. Similarly, upgradation of 04 Municipal Councils, extension of boundary of 42 Municipal Councils and formation of 112 new Nagar Panchayats, expansion of boundary of 72 Nagar Panchayats has been done. Thus, a total of 240 urban bodies have been formed/limits expanded in the state. In the last 05 years, Chief Minister Nagar Srijan Yojana (CM-NSY) has been started for the development of infrastructure facilities like drinking water supply, solid waste management, road construction, street lighting etc. in total 240 newly formed/upgraded/expanded urban local bodies of the state.

  1. The government will ask companies to fill tenders for carrying out development work for newly created and expanded municipal bodies.
  2. After this, interested companies can submit their tender.
  3. After launching the scheme, guidelines will be given by the government to work. The work will be started only keeping these guidelines in mind.
  4. All development works and construction works will be done using prefab and precast concrete.

    Works for road construction and maintenance can be carried out with priority and importance. It will be ensured that drainage is constructed alongside roads. Repair of severely damaged existing roads and construction of new roads will be given top priority. The implementation of the plan will ensure the optimal utilization of resources of the Public Works Department, enhance accessibility for traffic, and ensure compliance with road safety standards. Development and beautification of road intersections with priority and importance in prominent areas will be carried out. Beautification of intersections can be carried out as per the rules through Public-Private Partnership (PPP) model/Corporate Social Responsibility (CSR).

  3. Street lights
    1. Installation of LED street lights,
    2. Priority will be given to black spots, important areas, and densely populated areas in the aforementioned work.
    3. Installation of transformers and other auxiliary equipment as per the requirement of the electrical sector.
    4. Construction work of office buildings in municipal councils/municipalities.
    5. Construction work of zonal offices in municipal corporations.

      While selecting the works under the project, special attention should be paid to the fact that recurring expenses of the work such as electricity bills, etc. can be borne by the local body.

  4. Community Center (Community Hall)
    1. A community center will be built in each municipal body as per the requirement, which will be constructed with a spacious hall, habitable rooms, kitchen, and open space.
    2. Use of revenue model for increasing the income sources of urban bodies

      For the development of community centers, the use of revenue model will be used, so that the protection of the said center, increase in the revenue of the body, and other developments can be ensured.

    3. The responsibility of providing undisputed land for this purpose will be of the respective district magistrate/municipal commissioner.
  5. Construction of green spaces, parks, children's play areas, etc. in urban areas to enhance the amenities. Construction of gym, etc. in public parks/open spaces. Conservation work of parks/open spaces can be done through advanced adoption model/public-private partnership (PPP) model/corporate social responsibility (CSR) medium by imposing fees through the concerned local body.
  6. Development and beautification of the main commercial area
    1. Development of facilities such as sitting areas in marketplaces, public toilets, drinking water, parking, etc. under the local body.
